社会政策类题看起来很“大”：城市发展、公共交通、福利、社会规范、国际组织。很多同学因此写得空泛，比如：
The government should help people.这类题的关键不是证明“这个政策好”，而是说明为什么它比另一个方案更能解决问题。
一、社会政策类题在问什么
高频话题：
- 城市扩张时，应该优先扩建公共交通，还是增加公园绿地？
- 政府应该用补贴还是税收来引导行为？
- 遵守社会规范（conformity）对社会是好是坏？
- 公共预算应该优先给哪个领域？
一个好用的判断标准：哪个方案更直接、影响更广、效果更长期。用这三个维度比较两个选项，立场和理由就同时出来了。
二、案例：公共交通 vs 城市绿地
两边都能写。如果从考试的稳定性看，支持公共交通更容易展开，因为它直接回应“城市在增长”这个问题：
When a city grows quickly, every new resident who takes a bus instead of a car means one less car in rush-hour traffic, which helps the people who still have to drive.再写影响范围：交通改善惠及通勤者、商家和空气质量。最后回应支持绿地的同学：承认公园能改善生活质量，但说明在交通瘫痪的城市里，人们连去公园的时间都没有。
Parks matter, but residents who spend two hours a day in traffic will not have much time to enjoy them.三、福利和补贴：写公平和稳定
写社会福利时，不要只写“帮助穷人”，而要写它防止了什么：
Unemployment benefits give a laid-off worker a few months to find a job that matches their skills, instead of taking the first job available just to pay rent.结果：个人能力没有被浪费，整个社会的劳动力也更稳定。这样“公平”和“稳定”两条理由就都有了。
四、社会规范题：conformity 好不好
这类题容易写成两边都说一点。更好的做法是给出边界：在安全和公共秩序方面，遵守规则保护所有人；在思想和创新方面，过度从众会压制新想法。

- 影响更广（broader benefits）：受益人群更多。
- 长期效果（long-term impact）：不是一次性的改善。
- 社会公平（fairness）：照顾到最弱势的人群。
- 社会稳定（stability）：减少冲突和不确定性。
- 可执行性（practicality）：成本和执行难度是否现实。
六、低分写法 vs 高分写法
- 低分：Public transportation is good for the city.
高分：A reliable subway line lets workers live farther from the city center, which also eases pressure on housing prices downtown. - 低分：Parks make people happy.
高分：A park within walking distance gives children a safe place to play after school, especially in neighborhoods where families live in small apartments. - 低分：The government should give money to poor people.
高分：Targeted subsidies for school meals cost relatively little but directly affect whether children can concentrate in class.
七、考前速记
看到政府、城市、交通、预算、规则、福利，先想：
- direct
- broad
- long-term
- fair
- practical
