Around the world, urban areas need to deal with the problem of city-center traffic. Often, too many vehicles use the roads, and the roads have extremely high traffic at certain times of the day. Some city governments are trying to decrease traffic congestion by introducing congestion pricing: drivers will be charged a substantial fee for driving their vehicles into the city center during bust times of the day. Do you think that congestion pricing is a good idea? Why or why not?
Student A
If congestion pricing is imposed, then some drivers will avoid visiting the city center during busy times. Businesses there will suffer because businesses pay taxes, cities may lose more money than they would gain by charging the traffic congestion fee.
Student B
I think congestion pricing is a good idea because if people have to pay extra to drive into the city center, maybe they will share rides to split the cost of the fee. What leads to traffic congestion is the fact that so many people are driving alone in a car when they could be carpooling.

From my perspective, congestion pricing would do much more harm than good to the city traffic. As Andrew pointed out, imposing heavy congestion taxes would take a toll on the government’s incomes. To be specific, people would be discouraged from trying to drive into the city center during busy times with a prohibitive financial punishment, leading to less incomes of the entertainment or shopping centers nearby, which take up a huge part of the tax-paying of the whole city. Therefore, the policy would finally cast a financial burden on the governments, contributing to a more urgent economic recession. Plus, though the policy would reduce the heavy traffic in the city center, the surrounding areas would suffer. With less vehicles in downtown areas, the vehicles would actually bring the neighbouring streets more noise and air pollution, which will lower the living quality of residents. In conclusion, the congestion pricing would not be the optimal choice to reduce traffic congestion.
